درباره همایش علمی بین المللی با عنوان «استانداردهای  ضد فساد و گسترش مبارزه همکاری بین المللی با آن»

آژانس خدمات و مبارزه با فساد اداري جمهوری قزاقستان 8 دسامبر سال 2017 همایش علمی بین المللی با عنوان «استانداردهای  ضد فساد و گسترش مبارزه همکاری بین المللی با آن»  در آستانه برگزار شد.

در چار چوب این همایش مسائل  اجرای کنوانسیون ضد فساد اداری، همکاری های بین المللی، وضعیت فساد در سطح ملی و بین المللی و گسترش آن بررسی و ارزیابی  شده است.

به این همایش آقای فیداتاف معاون دبیر کل و رئیس اداره مبارزه با مواد مخدر و جرم و جنایت سازمان ملل متحد و آقای مارتین کروتنر دبیر آکادمی مبارزه با فساد بین المللی مشارکت و سخنرانی کرند.

شرکت کنندگان همایش « استانداردهای ضد فساد و گسترش مبارزه همکاری بین المللی با آن» اهمیت آن را بسیار ارزشمند دانستند.

 

 

RECOMMENDATIONS

of International Scientific and Practical Conference on

«Modern anticorruption standards and development of international cooperation»

During the International Day Against Corruption was held the International Scientific and Practical Conference on «Modern anticorruption standards and development of international cooperation».
 
The conference was divided into 3 directions, which provided an opportunity to discuss issues in the field of preventing corruption. There are questions of the United Nations Convention against Corruption, international and legal mechanisms of combating corruption and corruption at the international and national levels.
 
 
 
Recommendations for the section on
 
«Kazakhstan - review of the implementation of the United Nations Convention against Corruption»
 
 
 
         Participants of the section «Kazakhstan - review of the implementation of the United Nations Convention against Corruption» of the International Scientific and Practical Conference on the topic: «Modern anti-corruption standards and the development of international cooperation», held as part of the International Day Against Corruption:
 
- recognizing the United Nations Convention against Corruption as the most complete and universal instrument on fighting against corruption and reaffirming its further ratification and accession,
 
- attaching importance to the United Nations Convention against Corruption as a fundamental instrument for the development of relevant legislation in many countries of the world;
 
- welcoming the process of expanding the membership of States that have ratified the United Nations Convention against Corruption,
 
on the basis of the work of the section, recommend that States parties to the United Nations Convention against Corruption adopt measures aimed at:
 
1) to promote the adoption and strengthening of measures to effectively and qualitatively prevent and fight against corruption. Promotion of civil service based on meritocracy, transparent equity;
 
         2) development of a universal and scientifically grounded methodology for analyzing and assessing the level of perception of corruption in all countries of the world, including interaction with the media, society, employees of internal affairs, NGO;
 
3) encouragement and support of international cooperation and technical assistance in anti-corruption and fighting against corruption, including taking measures to recover assets;
 
4) the promotion of integrity, incorruptibility, as well as the proper management of public affairs and public property;
 
5) developing and implementing an effective and coordinated anti-corruption policy;
 
6) proper functioning of the body or bodies for preventing and fighting against corruption.
 
 
 
Recommendations for the section on
 
«International and legal mechanisms of combating corruption: experience and cooperation»
 
 
 
Participants of the section on «International and legal mechanisms of combating corruption: experience and cooperation» conducted in the frame of the International Day against Corruption:
 
-              recognizing the importance of developing cooperation and striving to coordinate cooperation in countering crime and corruption;
 
-              recognizing the need to integrate efforts and constant interaction on the adoption and strengthening the response aimed for efficient and effective prevention and control of corruption;
 
-              considering that corruption and other forms of criminality are closely linked and establish the necessity for cooperation and exchange of information at the national and international levels;
 
-              taking into account that the priority issues of cooperation are the deepening of mutually beneficial cooperation in the field of information exchange, as well as the identification of persons who violate anti-corruption legislation;
 
as a result of the section, it is recommended to member states of the United Nations Convention against Corruption strengthen cooperation in the following areas:
 
1)                exchange of information on combating crime and corruption, as well as on other areas of mutual interest;
 
2)                exchange of work experience, training of specialists in the field of combating crime and corruption, including through conferences, seminars and joint events;
 
3)                exchange of legislative and other legal regulatory instruments, materials on practice of their execution and methodological recommendations on combating crime and corruption, as well as in other areas of mutual interest;
 
4)                providing advisory assistance on combating crime and corruption, and on other areas of mutual interest;
 
5)                creation if necessary joint working and expert groups to participate in the development of model regulatory legal acts on anti-corruption issues;
 
6)                interaction in addressing issues for harmonization (convergence, unification) of legislation;
 
7)                interaction in media coverage of activities to combat crime and corruption.
 
 
 
Recommendations for the section on
 
«On the state of corruption at the international and national levels»
 
 
 
         Participants of the section «On the state of corruption at the international and national levels» of the International Scientific and Practical Conference on the topic: «Modern anti-corruption standards and the development of international cooperation», held as part of the International Day Against Corruption:
 
- сonsidering that the consequences of corruption pose a threat to security and stability at the national and international levels, undermining the authority of the state apparatus and civil society institutions;
 
- emphasizing the importance of cooperation between countries in the analysis and assessment of the state and trends in the spread of corruption at the international and national levels;
 
- assessing the level of influence of the results of studies of rating organizations on the development of states on the measurement of corruption, including investment attractiveness, which calls for their objectivity and comprehensive nature,
 
         - noting the importance of transparency and openness of technologies, methods, and information, on the basis of which analysis and assessment of the level of perception of corruption by rating organizations,
 
         - pointing out the problems of the absence of unified and coordinated approaches by the international community in the analysis and assessment of the state and trends in the spread of corruption,
 
         the work of the section is recommended to the States parties to the United Nations Convention against Corruption, as well as other interested organizations of international and national level, to ensure cooperation in the following areas of activity:
 
         1) development of a universal and scientifically grounded methodology for analyzing and assessing the level of perception of corruption in all countries of the world, including interaction with the media, society, NGO;
 
         2) ensuring transparency of work on assessing the level of perception of corruption and objectivity of data by experts of international organizations;
 
          3) creation of conditions for the openness and accessibility of these legal statistics and other data with a view to achieving the results of a comprehensive assessment of the state of corruption at the international and national levels;
 
4) elimination of the lack of analysis and assessment of the level of perception of corruption in terms of security and reliability of information, on the basis of which the level of perception of corruption is analyzed and assessed;
 
5) encourage and support initiatives to measure the level of corruption at the international and national levels.
